§ Mr. NichollsAs I said in reply to a question from my hon. Friend the Member for Warrington, South (Mr. Butler), on 29 April, at column 298, and on other occasions in the House, the Government have no present plans to change the scheme. I cannot speculate about what view might be taken in future.
