§ Mr. OnslowTo ask the Secretary of State for the Environment what ceiling his Department has set on the capital expenditure of each water authority in England and Wales for the year ahead; and what were the corresponding figures for each of the past five years, expressed in constant prices.
§ Mr. Moynihan[holding answer 1 July 1988]: The capital allocations given to each of the English regional water authorities for 1988–89 are set out in the adjoining table. These allocations relate to water services for which the Department is responsible and do not include flood defence works, which are the responsibility of my right hon. Friend the Minister of Agriculture, Fisheries and Food. Allocations for Welsh water are a matter for my right hon. Friend the Secretary of State for Wales. In the last five years we have exercised an indirect control over capital expenditure and not made formal capital allocations. The allocations for 1988–89 are as follows:
