§ Mr. GummerMy Department sent a booklet called "The Ploughing Code" to all farmers in England and Wales in 1986. This booklet sets out farmers' rights and responsibilities in relation to rights of way and forms the basis of the Agricultural Development and Advisory Service's advice to farmers. It was published jointly with the Countryside Commission.
