To ask the Minister for the Arts if he has any plans to issue new guidelines to local authorities on the redevelopment of library sites by the private sector.

Such developments will be subject to the regulations and guidelines for local authorities issued by my right hon. Friend the Secretary of State for the Environment, and I do not propose to issue separate guidelines.
