Mr. Nicholas Baker

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will bring forward proposals in the EEC for the repeal of directive 69/169 with effect from 1 January 1993 so as to remove restrictions upon the right of citizens of the United Kingdom to bring without restriction into the United Kingdom goods purchased elsewhere in the European Community.

I have been asked to reply.

The Commission has already submitted to the Council a proposal to complete and amend directive 77/338 for the removal of fiscal frontiers within the European Community. This proposal includes a provision to repeal directive 69/169 on 31 December 1992 in respect of intra-Community traffic.

It is now the subject of discussion in the Economic and Financial Affairs Council as one of the measures put forward for the completion of the single market.
