§ Mr. Norman LamontIt has in the past been the practice to issue a business reply-paid envelope with all tax returns and with correspondence needing a reply. It has been decided to limit this practice with general effect from April 1988 to cases where payment of tax due is being requested (where the present first-class reply service will remain unchanged) and to a few other special circumstances. The resulting savings in 1988–89 are estimated at about £2 million.
