§ Mr. David MitchellThe safety record of PSV operators is a matter for the traffic commissioners. I understand that Carlton PSV Limited does not hold an operator's licence in its own right. In June 1987 the North-Westerm traffic commissioner took action against Yelloways' licence, reducing the number of vehicles it could operate from 50 to 35.
