§ Mr. ChopeRate collection statistics produced by the Chartered Institute of Public Finance and Accountancy show that in 1986–87, 962 summonses for non-payment of rates were issued by Greater London boroughs. Information is not collected on how many of these summonses were issued to ratepayers who had already paid their rates, but I have no reason to believe the numbers involved are significant.
