§ Mr. Wareing
To ask the Secretary of State for the Environment what guidance he has given, or will give, to local authorities on the payment of bills from suppliers; and if he will make a statement.

§ Mr. Chope
The payment of bills from suppliers is a matter for local authorities and on which they have received advice from the Audit Commission.
My right hon. Friend has not given guidance; nor has he plans to do so.
