§ Mr. Chris PattenThe Commonwealth Secretary-General has written to all Commonwealth Governments requesting contributions to the fund. It will have a target of £10 million and will be administered by the Commonwealth Fund for Technical Co-operation. I have informed the secretary-general that Britain is prepared to contribute 30 per cent. of the total pledged to the fund, up to a maximum of £3 million. Payment of our contribution will be subject to parliamentary approval of the necessary Estimates provision.
