To ask the Chancellor of the Exchequer how much was spent on Government publicity in free newspapers in the last three available years; and if he will make it his policy to increase the proportion of Government publicity expenditure through this medium.

Information is not readily available in the form requested. The criterion used by the Central Office of Information in the selection of publicity media is, and must remain, cost-effectiveness in reaching the audience required to meet the specific objectives of each campaign.
