To ask the Secretary of State for the Home Department how many murderers and rapists have been released over the last 10 years and have committed the same crime again.

In the period 1977 to 1986 four offenders originally convicted of murder and later released on licence from prisons in England and Wales have subsequently been reconvicted of murder.

The only information readily available on rape relates to a sample of adult males discharged from prison department establishments in 1981 and is for those discharged from a sentence for any sexual offence. About 3 per cent. of those so discharged were convicted of another sexual offence within two years. Results of this study were published in tables 8(h) and 8(i) "Prison Statistics, England and Wales, 1984" (Cmnd. 9622), copies of which are in the Library.
