§ Mr. Peter Bottomley[holding answer 25 January 1988]: The Department consulted airlines about night restrictions at Heathrow in 1986. We consulted again in November on our proposals for future night restrictions. It is clear from their replies that the effectiveness of Heathrow as a major international airport would be seriously impaired if flights now operated at night were required to be by day.
