§ Mr. HowardI have today placed in the Library a table updating figure F5 of the Green Paper, "Paying for Local Government", (Cmnd. 9714). The table shows the relationship of rates and the community charge to household income by bands of equivalent net income. The basis for adjustment to equivalent income figures is provided in paragraph F14 of the Green Paper. Even on this basis the community charge is a lower percentage of net income, both before and after rebates, for the lowest income group.
