To ask the Lord President of the Council when he expects to bring forward proposals for greater parliamentary scrutiny of European Community affairs following the implementation of the Single European Act and in line with the resolution of the House of 5 March 1986,Official Report, column 402.

The resolution of the House of 5 March 1986 related to the recommendations of the First Report of the Select Committee on European Legislation (Session 1985–86). Those recommendations which were addressed to the Government have already been accepted. My right hon. Friend the Minister of State, Foreign and Commonwealth Office reported this to the House on 23 April 1986 at column 393. Guidance has been given to Departments on the necessary changes in scrutiny arrangements, which came into operation when the Single European Act came into force on 1 July 1987. The Government will continue to keep the scrutiny process under review, particularly as the impact of the Single European Act becomes clearer.
