§ Mr. Howard[holding answer 20 January 1988]: The information requested is not available. Table 5 of the material placed in the Library on 13 January provides a comparison between net domestic rates and the community charge, on the basis of a 20 per cent. minimum payment by all ratepayers and community charge payers. This shows that households with net incomes of under £50 per week, for example, would on average pay 3.4 per cent, of their incomes in community charges, compared with 4.1 per cent, in rates.
