§ Mr. ScottThe average water rate payment by supplementary benefit claimants was calculated from table 6.14 of the annual statistical inquiry for February 1986. The overall cost in supplementary benefit of water charges was updated to estimated amounts for 1988–89 and this figure was used in setting the income support levels for April 1988 and in compiling the tables on the estimated impact of the reformed structure of income-related benefits.
