To ask the Secretary of State for the Home Department what steps he is taking to deter the sale of alcohol to minors from public houses and off-licences.

As my hon. Friend the Minister of State said in reply to a question from the hon. Member for Lancashire, West (Mr. Hind) on 19 January, at columns 646–7, in the light of discussion within the ministerial group on alcohol misuse the Government intend to amend the Licensing Act 1964 to strengthen the offence of selling alcohol to young people under 18 and to increase the penalties for the offence. Appropriate amendments will be tabled to the Licensing Bill.
