§ 75. Mr. Michael McNair-WilsonTo ask the Secretary of State for Education and Science how special schools, currently financed by the Inner London education 631W authority, will be controlled if the Inner London education authority's responsibilities have been transferred to other authorities.
§ Mr. DunnUnder clause 114 of the Education Reform Bill, inner London boroughs applying to become LEAs will be required to demonstrate that they can secure adequate educational provision for all pupils and students in their area, including those with special educational needs. With their applications, boroughs will have to provide a list of the property they consider necessary to carry out this responsibility. This would normally include all the ILEA schools, including special schools, within the area of the borough, plus ILEA establishments elsewhere which provide a major service to residents of the borough. When an order is made transferring educational functions to a borough, the council of that borough will become the local education authority for the purposes of the Education Acts.
