§ Mr. Chris PattenAnswering letters about aid is an integral part of the work of the Overseas Development Administration. To isolate the cost of answering this particular group of letters would involve disproportionate cost, but if I had to make a rough calculation I would estimate that the cost has been about the same as that of a small NGO development project financed under our joint funding scheme in a developing country.
