HC Deb 18 January 1988 vol 125 c526W
Mr. Forth

To ask the Chancellor of the Duchy of Lancaster what measures is he taking to reduce the use of obscene or offensive language by users of citizens band, private mobile, marine and similar radio.

Mr. Butcher

I am concerned about the misuse of radio in this way. Users of radio especially open access services such as CB or services on shared-channels should know that they can cause offence and distress to others who may be listening. I am tabling before Parliament the Wireless Telegraphy (Content of Transmission) Regulations 1988, which will make it a specified offence under the Wireless Telegraphy Acts to use obscene, offensive or threatening language on radio. Authorised broadcasting is excluded because similar provisions are being contemplated in an extension to the Obscene Publications Act.
