§ The Prime MinisterI refer the hon. Gentleman to the reply given by my right hon. Friend the Secretary of State for the Environment to the hon. Members for Copeland (Dr. Cunningham), for Linlithgow (Mr. Dalyell), and for Wentworth (Mr. Hardy) on 13 January 1988 at column 281. My right hon. Friend carries out these responsibilities in consultation and co-operation with his ministerial colleagues, including my right hon. and learned Friend the Secretary of State for Scotland.
