To ask the Secretary of State for Energy what estimates have been made by his Department with regard to the proportion of public expenditure designed to encourage home insulation which is technically assessed as deadweight.

In public expenditure terms, my energy efficiency office's main scheme to promote insulation in the home is the community insulation projects, for which total Government funding, in 1987–88 is estimated at some £45 million. The projects provide a free or low-cost basic insulation service for low-income households. An independent academic study commissioned by the Department in 1985 found "no evidence of the free rider effect".
