To ask the Secretary of State for Wales what plans he has to add to the published £46 million allocation in 1988 to Welsh health authorities in order to fund the nurses', and other pay awards and to reduce the capital burden carried by the Gwent area health authority.

The cash increases which I have announced for authorities in 1988–89, together with the resources available from cost improvements and income generation, should be sufficient to meet the current forecast of pay and price inflation next year and provide for further service development.
