On Scottish employment and training matters, I act in consultation with my right hon. and learned Friend the Secretary of State for Scotland who is responsible for approving the plans of the Manpower Services Commission for its programmes in Scotland and who answers questions on the operation of MSC and employment programmes in Scotland. My right hon. and learned Friend has ministerial responsibility for the small firms service in Scotland and for tourism in Scotland.
