§ Mr. WaldegraveI refer to the answer given by my noble Friend the Minister of State, Lord Glenarthur, on 3 February 1988 to Lord Kennet in another place, in which he state that as Iraq is a party to the 1972 biological weapons convention which prohibits the development or possession of biological weapons, any evidence that they might be developing such a capacity would he a matter of serious concern.
