To ask the Secretary of State for Transport whether he will introduce legislation to enable drivers to turn left at traffic lights when it is safe to do so, in accordance with systems long operative in many of the states in the United States of America.

No. This proposal could only be produced generally at sites where a dedicated traffic lane could be provided for left turning traffic. Where conditions are appropriate a left filter traffic signal or "left turn only" slip roads with "give way" markings may currently be provided at the discretion of the appropriate highway authority.
