§ Mr. MellorRomania's observance of its human rights commitments is unsatisfactory. My right hon. and learned Friend had a detailed discussion of this with the Romanian Foreign Minister, during his visit to London in November. Both the United Kingdom delegation and the European Community Presidency have referred to these issues frequently at the Vienna CSCE meeting. We shall continue, with our Community partners, to draw attention to the need for Romania to respect human rights.
