Mr. Bowis

To ask the Secretary of State for Foreign and Commonwealth Affairs (1) what representations he has made, or intends to make, to the Government of Kenya on the arrest in May 1986 and again in July 1986 and the subsequent detention without trial of Dr. George Katema Mkangi;

(2) what representations he has made, or intends to make, to the Government of Kenya on the arrest in March 1986 and subsequent detention without trial of Francis Kariuki Gathitu;

(3) what representations he has made, or will make, to the Government of Kenya on the arrest in July 1986 and again in October 1986 and the subsequent detention without trial of Wanyiri Kihoro;

(4) what representations he has made or will make to the Government of Kenya on the arrest in May 1986 and again in July 1986 and the subsequent detention without trial of David Mukuru Ng'ang'a.

Kenya's overall human rights record has been good since independence. The Kenyan authorities are well aware of our view on the importance of maintaining this record and our concern over prolonged detention without trial. We raise such cases with them on appropriate occasions.
