To ask the Secretary of State for Transport if he will make a statement on the implementation of the recommendations of the Horne committee.

We attach great importance to improving the arrangements for the carrying out of works by public utilities in highways and securing appropriate reinstatement immediately afterwards.

The Government's response to the Horne report, published in July 1986, accepted the great majority of its recommendations. We are pressing ahead with the detailed technical work required on many of the recommendations. We shall continue to seek a suitable opportunity to bring before Parliament proposals for primary legislation on the lines already announced.
