To ask the Secretary of State for Wales what guidance his Department has issued to planning authorities in Wales concerning the needs of the disabled and visually handicapped in planning; and if he will make a statement.

Separate guidance to planning authorities on the provision of access for the disabled is given in development control policy note No. 16 "Access for the Disabled" and in Welsh Office circular 21/82 "Disabled Persons Act 1981".
