To ask the Secretary of State for Scotland what importance he attaches to the early implementation of the recommendations of the Law Commission for reform of the law governing breach of confidence.

The report by the Scottish Law Commission on breach of confidence (Scot Law Com. No. 90) made no conclusive recommendation on the need for legislation in this area. I am keeping the law governing breach of confidence under review, but have not yet decided whether to legislate to supplement the common law or to leave development of the law to the courts.
