§ Mr. Douglas HoggOn 30 November 1987, the latest date for which reliable information is available, about 10,890 untried or convicted unsentenced prisoners were held in prison department establishments in England and Wales. A further 912 prisoners, many of whom were on remand, were held in police cells. By 11 January, the latest date for which information on prisoners in police cells is available, the number was 676.
