§ Mr. NewtonAuthorities are expected to meet the cost of pay awards from within the total resources available to 401W them, including savings achieved through cost improvement programmes. Allocations to regions do not include any specific "earmarked" provision for pay costs; decisions on the allocation of funds between manpower costs and other expenditure are a matter for health authorities. However, the Government, in considering reports from the review bodies, take account of their financial effects. Additional funds were provided in both 1986–87 and 1987–88.
In 1987–88, the additional £262 million provided for health authorities in England covered 95 per cent. of the cost of the review body awards over and above general inflation; in 1986–87 92 per cent. of that cost was covered in this way.
