To ask the Secretary of State for Social Services (1) for how many years the Health Education Authority has retained the public relations company, Peter E. Firth and Co., for the promotion of National No Smoking Day;

(2) what fee is to be paid by the Health Education Authority to the public relations company, Peter E. Firth and Co., for the promotion of National No Smoking Day;

(3) what expenses have been agreed to be paid by the Health Education Authority to the public relations company, Peter E. Firth and Co., for the promotion of National No Smoking Day 1988;

(4) how many public relations consultants were asked to tender for the contract to promote National No Smoking Day 1988.

I understand that the National No Smoking Committee, which is composed of a wide range of charitable and public bodies including the Health Education Authority, has retained the public relations firm Peter E. Firth and Company since 1984 for the promotion of National No Smoking Day. The firm was invited with two others to tender in 1986, when it was awarded the contract for the 1987 and 1988 events. The fees and expenses to be paid in 1988 are a matter for the committee.
