To ask the Chancellor of the Duchy of Lancaster if he will make a statement on the Internal Market Council held on 18 December 1987.

The Council, at which I represented the United Kingdom, agreed the key elements of a directive on the provision of non-life insurance services. This represents significant progress towards a free market in financial services within the Community. The Council also agreed directives on member states arrangements for the inspection of laboratories to verify compliance with good laboratory practice; on the rules governing the classification, packaging and labelling requirements for dangerous preparations; and establishing a mandatory range of quantities in which spirit drinks and sparkling wines must be sold. It discussed proposals for directives on member states laws on trade marks and on the disclosure of major shareholdings in listed companies.
