Friend received a letter dated 4 November 1987, from the association's race policy adviser, asking that the £60 fee for registration under the 261W British Nationality Act 1981 should be waived and seeking a meeting. His private secretary replied on 8 December explaining that there is no power to waive the fee, and in consequence a meeting to discuss the request was not considered useful.
