§ Mr. WareingTo ask the Secretary of State for Social Services if he will list the organisations he intends to consult about the proposal to employ young people on YTS schemes within the National Health Service.
§ Mr. Newton[holding answer 11 January 1988]: The recently published feasibility study on the extended use of youth training schemes in the National Health Service is currently being considered by the four bodies which sponsored it—the Department, the Manpower Services Commission, the United Kingdom Central Council for Nursing, Midwifery and Health Visiting and the NHS Training Authority. If certain ideas in the study were to be pursued—such as a national framework for training outcomes from YTS—there will need to be consultations with the staff side (to which copies of the report have already been sent) and others. The many health authorities which already run YTS programmes are subject to the normal YTS rules regarding consultation; local consultation will continue to be required for any new programmes in line with MSC requirements.
