§ Mr. Peter BottomleyWe recognise the importance of the Horne report particularly for securing better quality reinstatements. The Government's response to the report, published in July 1986, accepted the great majority of its recommendations. The Department is pressing ahead with implementation. We shall continue to look for a suitable opportunity to introduce the necessary primary legislation.
