To ask the Secretary of State for Transport when he proposes to announce allocations arising from bids for the additional £19 million supplementary transport allocation for 1987–88; and if he will make a statement.

Sixty-nine of the 108 local highway authorities in England submitted bids for supplementary capital allocations for 1987–88. These bids have been carefully scrutinised.

Additional allocations of £18 million for capital expenditure on local roads will help local authorities to carry out additional minor improvements to their roads in this financial year, including accident investigation and prevention measures. They will make possible acceleration of some authorities' programmes, maintenance of progress in the face of cost increases on important major schemes such as the north-south route in Enfield and the Penzance primary distributor road and the bringing forward of urban traffic management schemes in Birmingham, Newcastle and Camden.

It has also been agreed that Colchester borough council will be allocated an additional £242,000 for public transport. The allocation of the remainder of the £19 million is still under consideration.

Details of the additional allocations to local highway authorities are set out in the table. Local authorities are being informed individually of their own additional allocations. No authority gets a larger allocation than Lancashire.

I have received eight letters from hon. Members or direct from local authorities. Most are about Lancashire's capital allocation, the third largest of any shire county.

To ask the Secretary of State for Transport if he will publish in theOfficial Report details of the capital allocations for road schemes for 1988–89 made in the transport supplementary grant and give details in each case of the bid submitted by each authority and the allocation expenses as a percentage of that bid.

The information for the 108 local highway authorities in England is set out in the tables. The relationship between each local authority's bid and the capital allocation provided is determined by the relative merits of each authority's proposed programme as described in the transport policies and programme documents submitted to the Department and the total capital allocations available.
