Dr. Cunningham

To ask the Secretary of State for Wales if he will list the total of grant-related expenditure, by service and in total, at rate support grant settlement and at estimated outturn in each year from 1981–82 to 1988–89, by class.

Mr. Peter Walker

The Welsh rate support grant formulae do not form a basis for calculating a national allocation of grant-related expenditure for any particular service. Totals of grant-related expenditure for each class of local authority are as follows:

1 For the 1986–87 rate support grant settlement only, total grant related expenditure was set at a level equal to 90 per cent. of total expenditure provision to effect certain changes in the distribution of block grant without affecting the amount of grant available. In all other reports, total grant related expenditure is equal to total expenditure provision and comparable figures for the 1987–88 rate support grant settlement are £248.5 million and £1,172.4 million for districts and counties respectively.
