§ Mr. Michael ForsythThe proposal submitted by the governors of Paisley college of technology to finance 153W property development at Lady lane entailed a loan from a bank secured by a mortgage on property acquired from public funds. Such a loan would have constituted a contingent liability on the Exchequer which the Government were not prepared to accept.
