To ask the Secretary of State for Social Services what has been the resource allocation working party formula at national and each regional level in respect of the four Thames regions, further to his statement of 16 November 1987.

The allocation formula devised by the resource allocation working party is described in its report "Sharing Resources for Health in England", a copy of which is in the Library.

Target allocations are arrived at by reference to regional health authority populations weighted to take account of age and sex distribution and the geographical incidence of different conditions requiring health care resources. The pace of change towards targets is decided by Ministers each year, in the light of the additional resources available.

In 1988–89 the Thames regions will again benefit from the £15 million special fund; and they will also receive the bulk of the additional funds made available in recognition of the special pressures arising from AIDS and HIV infection.

To ask the Secretary of State for Social Services if he will list, by district, the allocations for AIDS, general funding and storm damage for each London health authority following his announcement of 16 December 1987.

Allocations to districts are a matter for regional health authorities. The hon. Member may wish to approach the chairmen of the four Thames regional health authorities for this information.
