To ask the Secretary of State for Education and Science if a student seeking an award under the Education (Mandatory Awards) Regulations 1987 who can demonstrate that his circumstances per se comply with Regulation 3(1)(b) needs also to demonstrate that his circumstances comply with one of the categories in Regulation 3(2) in order to qualify.

To ask the Secretary of State for Education and Science if, in the interpretation of the Education (Mandatory Awards) Regulations 1987, the categories in Regulation 3(2) are to be regarded as extending or limiting the face value application of Regulation 3(1)(b).
