§ Mr. EggarThe United States Administration approached us in 1986 about guidelines for the return to Japan by air of plutonium recovered after the reprocessing by British Nuclear Fuels plc of Japanese spent nuclear fuel. The guidelines subsequently formed an annex to the United States-Japan nuclear co-operation agreement signed on 4 November 1987. The United States Congress has made no representations to us on this matter.
