To ask the Secretary of State for Foreign and Commonwealth Affairs whether he had an opportunity to raise the subject of postal communications with the Soviet Foreign Minister during his recent visit to Moscow.

No. However, my right hon. and learned Friend spent some time discussing general human rights questions with Mr. Shevardnadze and pressed for a more humane Soviet approach. We have made our concern about Soviet interference with postal communications known to the Soviet authorities on several occasions, notably at the CSCE meeting in Vienna where we have tabled a proposal on the privacy and integrity of postal and telephonic communication.
