To ask the Secretary of State for Transport, pursuant to the reply to the right hon. Member for Manchester, Wythenshawe, from the hon. Member for Hampshire, North-West (Mr. Mitchell), of 19 February, how many of the responses to the consultation paper support his Department's proposal; and when he expects to come to a decision on the proposal.

The responses so far received are, in varying degrees, opposed to the proposal. My hon. Friend the Parliamentary Under-Secretary of State for Wales will be making an interim statement to Standing Committee E on 25 February. I will take into account further comments and representations in coming to a final decision before the Report stage of the Local Government Finance Bill is reached.
