§ The Prime MinisterAs I made clear in my statement to the House on 15 February, agreement on stabilisers for eight commodities — those other than cereals and oil seeds—has been delayed by France until the meeting of the Foreign Affairs Council on 22–23 February. The text to be adopted appears as points 4 to 11 of document SN 461/88 which has been placed in the Library of the House.
