§ Mr. FreemanA ban on harmful initiation ceremonies has already been issued throughout the Army, and measures to emphasise the man-management responsibilities of officers and NCOs are also being implemented. The other proposals announced — which concentrate largely on the training organisation, and on supervision of soldiers — are currently being developed within the Department for detailed approval by Ministers. This is being taken forward as a matter of urgency, although it will inevitably be some months before the process is complete. I will keep the right hon. Gentleman informed.
