Mr. WigleyTo ask the Secretary of State for the Home Department what guidelines he has issued to prison governors in England and Wales concerning the rights of convicted prisoners and prisoners on remand to speak Welsh with visitors, to receive correspondence and printed matter in Welsh, and to send letters in Welsh; and whether these guidelines have been revised during the past year.
§ Mr. Douglas HoggPrison standing orders provide that prisoners may speak the language of their choice at visits; and prisoners are free to send letters and to receive letters and publications in any language. The position, which has not changed recently, is the same for both unconvicted and convicted prisoners.
